Convert an Out of State Provisional Drivers License

A licensed provisional driver who moves to the District from another jurisdiction must convert a valid out-of-state provisional driver license to a DC provisional driver license if they are remaining in DC for more than 30 days. A DC provisional Drivers license is valid for one year for US citizens and may vary for non-US citizens (according to the US immigration expiration date).

Requirements
  • You must be a resident of DC
  • You must be clear of all outstanding debts to the District of Columbia
  • You must provide the following documents:

  •     - Valid out of state provisional driver license*
        - Proof of Social Security Number
        - Proof of Current Residency
        - Proof of Ability to Drive
        - Proof of Identity

    To convert your out of state provisional driver license, you may visit a DC DMV Service Center.

    Steps
    1. Complete the Drivers License Application
    2. Provide the required documents
    3. Take and pass the vision test
    4. Take a photograph (DC law and policy requires a full frontal digital photo that shows either the ears or up to the hairline without exposing the hair)
    5. Pay the appropriate fees
    6. Surrender your out of state provisional driver license
    7. Obtain your DC provisional driver license
